Oh, and no, they don't install into the proper location. They are installed
into LOCALBASE/llvmLLVMVER/lib/pythonX.Y/site-packages, which is why I need to

It is an option (PYCLANG), which is default. So, it is most likely present, but
if the options are tampered with, then possibly not.
