Sounds like a boot time RAM test... Though whether by the OS or the BIOS is
hard to say. I tend not to let Windows have near that much RAM to play with.

In a DELL R720 i have PVE with a VM Win2008R2 with 256 GB RAM, when i turn
on the VM, the cpu go to the 100% in use, and when i assign it little RAM to
the VM, this VM works perfect.
