I have performed all the prequisites required for this. I have installed
aws-sdk-core and retries as well.
I am using puppet 3.8.6 and Ruby 2.0. Any idea what's wrong I am doing.

This is working now. I have to pass the region as well. Earlier I was
putting region in ~/.aws/config file but somehow it is not picking from
this file.

since last few days, client and master are very slow puppet client
taking more time in geeting configuration from puppet master.
specially for those servers for which long manifest to be deployed .
