Well. I used rvm to switch and uninstall anything higher.
In the end I just used the tarball and web installer. Seems tarball always
works. Any other way fails for some reason.

Puppet Dashboard will only work with Ruby 1.8.7 and 14.03 ships with
1.9.3. Puppetlabs EOL'ed the Dashboard over near two years ago.
