handled by me any longer, my colleagues have gone with foreman, it's
bootstrapping and scaling is very flexible, it is already a distributed

How has this been going for you. I have a similar situation. Am using
"puppet server" version 1.1.1 (based on 3.8.2) and am seeing the same
problem.
