I am not sure if i had to install that. Since i installed the ruby-
rrdtool rpm. I think its included in there. But i have tried to
compile and install the RubyRRDtool 0.6.0 on the system as well and i
am still getting the error.

Its not a permission issue i checked that. Looks like a big of some
