I had the same issue but by running below command the dashboard did work.
Yet, the puppet-dashboard still failed to start. Not sure, how the
dashboard came up with out the service is running. If you have found any
resolution then please post here
# cd /usr/share/puppet-dashboard/; sudo -u p
