I do think so.
I set up a device "EXAMPLE-DEVICE" in /etc/puppetlabs/puppet/devices/ and
the syntax looks like this:
address => 'ip-address',
port => '22',
user => 'uname',
password=> 'pass

Did you use device_manager to set up your credentials?
Can you confirm that you can ping / access the address specified from your
proxy host?
