I think you may find useful some kind of "graphical telnet"
configuration.
This way you can have several users connect to single Linux server and
perform their work independently.
I can suggest you can try Xmanager or Hummingbird.

I'm not using Xmanager for several years. I do remember that then it
took some configuration and time
but then it works great. Only few things I remember:
1) You access the Linux server from windows machine over LAN connection.
2) You need to chose appropriate line for the connection
