PSPP has been a really nice option but I can see the decision to not update
moving forward.

I believe that Windows can run GNU/Linux software now, via WSL. Has anyone

fortunate are running such old systems (as they no doubt are) they
probably would not be updating frequently as long as the installation
"works". IOW an older build (your last?) is probably sufficient.
