I have no idea about the Mac, but for Windows 7, did you install the 64-bit version? There is a known bug with the 64-bit version and Windows 7. From what I recall using Mac OS from a long time back, you have to set an environment variable to tell it where to find then dynamically loaded library (libpsppire.so) In most operating systems the variable is called LD_LIBRARY_PATH, but I seem to remember that some versions of the MAC call it
