Thank you again. It works the problem is not the single or double
quotation marks, it was the path (again). When I put the complete path as
you said and it works properly. Again you got it!

The problem described is a known MSWindowsXP issue. But as MSWindowsXP is
end of live since 2014 I guess there is no solution for it.
I would recommend updating to a newer MSWindows (or better Linux) version.
Or use an old PSPP version..
