IIRC the SOAP Toolkit MSI has this, Dave. Maybe running that separately will do
the trick?

Additional Note:
I have also tried re-installing the MSXML.msi , V4.0 SP3 package as supplied
by Microsoft but this makes no difference. I can't seem to find a package that
includes msxml3.
