Think of FormSets as a predecessor for Pageframes. It was the 2.x way of
switching several Pages/Forms into the users workspace.
Thus for todays UI I would recommend using a single form with embedded
Pageframe.

I haven't used formsets since FPW 2.6 (if my memory is correct). They
really aren't necessary these days as you can do everything that they
can do with single standalone forms, without getting involved in the
complexities/strangeness of formsets.
