I had the same issue with Refox last time I needed it and ended up setting
up a Windows 7 sandboxed virtual machine on my linux desktop just for
Refox. I could never get Windows 10 to open it, and I wasn't totally sure

I have latest refox. Works very well. Over the years have decompiled but
rarely. Mostly use for protecting apps.In terms of antivirus have had to set
the directory it runs in to not be scanned. That addresses the issue and has
desired outcome.
