theres an option to limit outgoing mails,
lets say the mailserver has to send 1000 mails to google.com, u can say
with this
option "not more then 10 mails at once" to deliver.

So I rate limit my own users via postfwd in case a bot steals their
credentials and sends spam via SMTP auth, sadly I don't yet have a good
solution for limiting mails coming in via maildrop.
From what I see most people just replace the sendmail executable with a

You cannot control rates with CPONCURRENCY limits. Instead you
insert delays between mail deliveries.

parse the config files/logs and make suggestions for tweaks or point out
holes, etc. Just thinking of a tool like the ones mysql has.
