vider needs to address the issue of one or more of their users
sending spam and then try to get Hotmail to stop blocking.
I would contact my provider immediately and make them aware that
Hotmail is blocking a range of their ips.

Not certain if that's what you're looking for but I get the impression
you do not expect incoming mail to Postfix.
