It's a well-known issue of outdated itstool.
See https://github.com/itstool/itstool/issues/36 (and other pull requests)
However, PR47 + PR51 still not resolve the issue, need more investigation.

Currently, misc/mate-user-guide fails to build as seen in
freebsd-pkg-fallouts ML [1] [2].
This reproduced in my poudriere jail.
This can be fixed by removing py39-libxml2-2.11.6.pkg and
itstool-2.0.7.pkg from poudriere's local repo, then, start poudriere
jail again (and once more).
