Kind of a flaw in Moose with playlists. You can't open one to see
what's in it without playing it. It would be nice to be able to open
it to remind you what's in it before sending it to the player.

1). on Windows XP: Does a Start->Run: cmd /C start /B psshutdown.exe -c

..actually execute psshutdown?
2). on your ubuntu box, can you execute:

intended for those users who cannot upgrade to 7.0 typically low

The "Click Here" last happened when BBC changed web layout format - I
updated the Addon from V2 to V3 to fix it. I just tested the Radio 4
listing for Count Strong and got proper title using v3.
Are you using V3 of the Addon ?

If you don't get it to work directly, it might not be worth the trouble
since there will be official support for this in Dynamic Playlist when
SqueezeCenter 7.2 is released.
The default is to transcode RealAudio into Flac.
Flac requires about 1500kbps @ 100% to play.
Your max reliable connection speed of 256kbps is very poor even with a
wired connection so something is very wrong - either reading the test
