This states the problem clearly. DVD is a read only file system and
createrepo requires to write database fil and metadata file to the
location where you are creating the repo, hence the issue.

Recently I have tried setting Fedora-13-i386-DVD.iso file as repository.
But, when I tried createrepo it is returning following error,
createrepo: Directory /media/Fedora13 must be writeable.
I have mounted image at /media/Fedora13.
What should be the problem.
