Redhat Enterprise Linux(EL) is free if u do not want
support services from redhat.
Redhat does not provide .iso images for EL, u have
download the source rpms and rebuild the entire EL
operating system.

I don't think you need a licence to 'legally install' RHEL. All/Most
of it is gpl'ed code hence Free Software. AFAIK you pay RedHat, Inc
for the service/suppo
