Both are pretty good. Joomla is specifically targeted to be a WCMS. Plone, a general purpose CMS. Alfresco is yet another option you might want to look at. IMHO, Plone has now aged and there was a time when it would have been the best Open Source CMS. There are many other you may want to consider:
