From the information that you have provided, it seems PerlHandler is
a part of some custom module installed on your different server which
you are trying to replicate and it doesnot exists on your new server,
due to which this problem is occuring.
You will need to install that module to get

file from a different server(which I was trying to replicate).

If it returns okay then you can try starting the service.
Is this the default installation ? There is no Apache Tag by the name
PerlHandler.
