I believe i'm late to pitched in :D but JUST do it. You'll learn a lot a
long the way :) Anyway though there has been lots of efforts before, I'm
looking mainly on Bayanihan Linux and its very nice logo. I saw Kahel OS
but I've never tried. Though I'm more bias now to Ubuntu Philippines effort

In the Middle East, everything in English must be translated to Arabic so
that all of their countrymen can understand
In other South East Asian countries and other Asian countries English is
translated to
localization efforts:
Think of Mother Tongue-Based-Multilingual Education (MTB-MLE) program
of DepEd. This is up to grade 3 in the elementary level.
In my opinion, this is something we have to work on.

I strongly agree with Paolo, Lenny, Anuerin, etc. In fairness, though, I have
lost a lot of the exuberance of my youth so more power to you if you decide to
pursue it. At the very least, you'll learn a lot. =)

Sadly it didn't take off, for many various reasons.

You'd actually want the bloat of existing distributions and applications as
what you call bloat is also making the desktop more functional and ready for
more random hardware. Not everyone is keen to wasting time making things work
when they have actual work to be done.

Why create a whole desktop distribution just for translation? Just
participate in the translation as that would be a better use of manpower.
I think KahelOS is still around so you can pitch in on that effort as well.
