Oxygen icons is back and updated and due to be part of Plasma 5.5
https://projects.kde.org/projects/kde/workspace/oxygen-icons
Currently everything in Plasma has the same version number which will be 5.5.0
But Oxygen Icons has already been released as part of Applications
with a tar named

Other oxygen icon thread on kde-devel says:

I talk to Hugo and Nuno if I can maintain the oxygen icon set and get an go
for it. So in the next time I will integrate the oxygen app icons into the
main icon set as I will do for breeze and breeze-dark to in an ideal world
I will support all three icon sets. I don't want to make NEW oxygen
