I had the same problem when upgrading from jessie to stretch (systemd
232-25) with a Cinnamon desktop.
Opening a root terminal using "gksu /usr/bin/x-terminal-emulator" (as in
the menu) causes lots of dconf-CRITICAL error messages.
These vanish if I edit the menu item to "gksudo
/usr/bin/x-t

I've filed https://github.com/systemd/systemd/pull/6235 in the mean
time. Upstream now rightfully wants to know, why the file has to be
0664 root:utmp. I don't know the reason for that.
Peter, could you ask the base-files maintainer why the file is created
with those permissions:
