Found the problem.
In itemtomail.rb there are a couple of commented-out print statements
for debugging:
print "#{cid}: Replacing '#{$&}' with '#{newtag}'...\n"
...
print "Error while fetching image #{$2}: #{$!}...\n"
With those uncommented, I get the following out

Dear Maintainer,
Configuration option "include-images: true" would download external
images found in feeds and embed them in emails as attachments. Since
upgrading to the jessie version of feed2imap, this feature no longer
works.
