does it work if you do
sudo sh -c 'echo 0 > /proc/sys/net/ipv6/bindv6only'
before starting josm?
If yes then you have hit
http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=560056 and this bug
should probably be marked as a duplicate of that one.
