It's a Java bug. It seems Netbeans faced it too:

It's linked to multi-monitor setups. They advise to start the application
on another monitor (you have to clean your JOSM profile before doing that).

I made the 1.04 release especially for this bug :/
There are very few other changes: one bug fix, optimized PNGs and code now
requiring Java 7, but that should not be a problem:
