Adding these lines to debian/rules fixes the FTBFS for me:
build:
...
cd swig/perl ; rm -f *.c *.cpp
cd swig/perl ; make generate
...
clean:
...
cd swig/perl ; rm -f *.c *.cpp
make test passes after regenerating the files too. I don't use
libgdal-perl so so
