[PATCH] cl-ptester has broken Vcs-Git and Homepage URLs

Hi. cl-ptester has a broken Vcs-Git and Homepage URL. Vcs-Git is fixed by just canoicalizing the URL. The Homepage has actually moved to GitHub. Please apply below patch to the cl-ptester repo. P.S.: cl-ptester uses Standards-Version 3.8.3, while 3.9.5 is current. Maybe the package wants some lo
