[PHP-WIN] multi-language-support / date conversion in general

Am I getting this right : People born before 1970 do not exist in PHP. The general problem I see here is: How can I store a date/time/currency in a language independant way, say some WDDX or general XML representation, and present these values "on the fly" in the current client's language spec
