my php is 4.0 installed on NT 4.0 option pack 4.0 .

In the file php.ini, you have to set the variable "session.use_cookies" to
0.
It's work for me on W98 SE, Apache 1.3.14r2 and 1.3.17, PHP 4.0.4pl1
installed as a module or a CGI.
