Issue finally resolved!
the problem I was experiencing with PHP was resolved by looking at the
IIS --> Web Service Extensions.
Apparently the path to the php.exe file was not showing correctly.
While the real path was: C:\hostingapps\php\php.exe
The Installer used: C:\HOSTIN~1\php\php.exe
