Thanks. Not sure how to validate the install then as I did follow it
step by step. The biggest problem is that I am not so much trying to
compile PHP, but our DLL for PHP which requires the basics as well to
ensure the build is successful.

It is using windows.h which is always included.
Something is definitively wrong in your setup, I cannot say what or
why, maybe the SDK broke the VS Ex
