silly it may sound but try copyin ur dlls to
c:\windows
or c:\windows\system32
n also u ll need a few in apache folder if ur using
apache ...

tried the http://localhost/test.php but keep getting the error messages that
it was unable to load a whole bunch of dlls.
This certainly is not a typical windows install. Too much manual stuff to
do apparently.
