Maybe the file does not exist, or the anonymous web user does not have
permission to access the file, or the anonymous web user doesn't have
permission to run php - you can discount the last one if php works for some
scripts.

I recently upgraded my server to Win2k. I've been running PHP4 for a while,
but now I'm getting CGI errors when I try to run certain scripts. For
