I have found the the source of the issue.

for some reason I found that the new pear packages which I have installed

I encounter an issue with PEAR
some pre info regarding the environment:
Windows Server 2003
IIS6 (IIS Version 6)
PHP Version is 5.2.9-2
I have installed PEAR on specific virtual directory (means that PEAR is

in last I have found a bug inside PEAR when the PHP version is 4.4.9

I must underline that no body in the IRC channel for PEAR has help me to
resolve the issue

pear.bat is a batch file.
because the ECHO is OFF then I dont see debug info.
I have enabled the ECHO.

now I see what the batch file is trying to do.
