Ok last thing i disocverd about this problem was
that I was not only unable to do mail() from PHP but any other socket
connection was not succesiful. It worked fine when i start php.exe in
shell (command line) but the same script would not connect to anything
(even localhost) if run by IIS4. i try

Im trying to use mail() function with PHP 4.02 under WIndows NT Server
and IIS
and I allways get Failed to connect
even though the SMPT server in php.ini is setup correctly
and i cna acces that server from webserver
doing the same thing on WIndows NT Workstation and apache (same version
