This problem was an issue with the Windows Vista UAC functionality. It created a php.ini file in my C:\Users\\AppData\Local\VirtualStore\Program Files\PHP folder. This is what UAC are supposed to do and on a personal machine, not a server, this is expected when running with UAC. I just never real
