[PHP-WIN] socket_create_pair on windows

I kinda fail to see the use of this function on windows. Anyone care to explain? I see the use for IPC on non windows as you can fork there. Is it just that you can easily create 2 sockets at the same time on windows? As I read it they are connected with one another so thats not really useful
