PHP native date functions use integer timestamps for computations.
Because of this, dates are restricted to the years 1901-2038 on Unix
and 1970-2038 on Windows due to integer overflow for dates
beyond those years.

have? Is it simply FTP/HTTP? If so, your options will be limited.

Solution: downgrade to Windows 3.1
Just joking. Now really for development purposes you should use Windows 98SE
at least. A second-hand licence costs 15 EUR. Windows 2000 is the minimum
required for any serious work.
