After battling for a couple of days now to get this going, I have
reinstalled the latest versions of Apache and PHP. I no longer get the
same problems, but a new one:

Markus Fischer has recently done much work on the mail() function. On win32
it should work a lot better than now.
The improved function will probably show up in 4.3.0 and include Cc: and
Bcc: support for windows. If you want to test before you can grab a snapshot
from http://snaps.php.net/win
