Since this system is compiled by me, am I missing a php module ?

I have an Apache server running with Suse 7.0
One of our customer wrote a php file that writes a file on the disk server.
The trouble is that the file permissions are read/write/execute for
everybody !!
How can I prevent PHP from setting any file permissions ??

Is there a difference in the way PHP parses scripts in various operating systems?
I've gotten opinions that say PHP under Linux parses more/different code than does
under Windows NT.

Have you went through the Apache config and added all the x-http-php stuff
and restarted the server? also, the filename needs to be the same as what
you specified in the config too, so if x-http-php .php, then you need to use
test.php, or whatever fits your needs.

My guess is there is an outside file PHP is trying to get to, and it won't
work without this file. So, would there be anything PHP is looking for
outside the \PHP directory that is a critical file to have?
