Try with apache 2 family, Apache foundation consider that apache 1.3 is
not stable under Windows.

PHP 4.3.3 on a Windows XP machine (SP2). I am able to view html pages,
but not php.
My httpd.conf file contains
ScriptAlias /php/ "E:/DevTools/PHP/"
