multiple instances of NES - software or hardware virtual servers,
multiple virtual ethernet interfaces with multiple IP addresses ?
My NES kept hanging when I tried multiple IP addresses under Solaris
until I had applied the latest Recommened Patches for Solaris provided
by Sun.

I have it running with NES 4.0 and Solaris 7 - the only difference I can
see is --enable-track-vars; have you tried without ?

I was able to compile and install PHP with the following configuration:
configure --with-mysql=/usr/local/mysql --enable-track-vars
--enable-libgcc
--with-nsapi=/opt/entprise/netscape/suitespot
