and all library are currently recent

I am trying to install the latest build of 4.0.5 I got via CVS and when I run
configure, I get the following:
Configuring SAPI modules
./configure[2590]: syntax error: `./scripts/config-stubs' unexpected
Any ideas why this is happening?
