tried duplicating the security settings I find for the iisstart.htm file
for the DisplayMCWPubs.php file, but that doesn't do anything.
What am I doing wrong? Anyone?

Redhat 7.3 + Apache + PHP 4.2.2. I downloaded the source for PHP 4.2.2
since RedHat 7.3 shipped with 4.2.1, did a ./configure --with-apxs
/usr/sbin/apxs --with-ldap --with-mysql
