How stupid I am! I had cut and pasted a batch file to run configure
and somehow ended up with 2 --with-mysql entries, the blank one
apparently overriding the one with the path specified.

I have even tried linking /usr/local/mysql/lib/mysql to /usr/local/lib/mysql
and /usr/local/mysql/include/mysql to /usr/local/include/mysql.
Still not working.
