[PHP-INSTALL] Issues upgrading from 5.3.0 to 5.3.1 on Windows XP - Apache 2.2.14

Good day PHP Experts, I am currently running successfully Apache 2.2.14, PHP 5.3.0 VC6 Thread Safe on Windows XP SP3. When I install the upgrade to PHP 5.3.1 which is the current stable release with Apache 2.2.14 it will not start and I get the following error. The version of 5.3.1 is VC6
