I received this error after running:
../configure --with-apxs2=/usr/opt/apache2/bin/apxs
--with-ibm-db2=/data/db2/db2inst1/sqllib --sysconfdir=/usr/opt/apache2/conf

I trie to recompile php 5.2.11 on OS S Snow leopard without success.
(I need the < 5.3 version for the magento open source installation)
Here are my settings:
./configure \
--prefix=/usr/local/php5 \
--with-iconv-dir=/usr/ \
--with-apxs2 \
--enable-pdo \
--enable-mbstring \
--enable-gd-nati
